UMD Safety Notice - Soliciting / Unwanted Sexual Contact

The purpose of this notice is to make you aware of an incident that has been reported to the Office of Civil Rights and Sexual Misconduct.

INCIDENT: Soliciting / Unwanted Sexual Contact
OCCURRED: October 6, 2016 between 11:30 a.m. and 12:30 p.m.
LOCATION: Parking Lot on campus close to Varsity Apartments (Possibly lot 11B)

BRIEF DETAILS:


On October 7, 2016, UMPD received information from the Office of Civil Rights and Sexual Misconduct regarding a male student who was solicited by an unknown male student to be in a sexually explicit film. 

On October 6, 2016, between 11:30 a.m. and 12:30 p.m., a male student was approached by another male, who was driving a red four-door vehicle (unknown make or model). The driver of the vehicle asked the student whether he was interested in modeling and then asked the student to enter his vehicle. Once inside the vehicle, the driver asked the student questions of a sexual nature, soliciting him to be in a sexually explicit film, and touched his thigh.  

This incident occurred in a parking lot described as being near the Xfinity Center, close to the Varsity Apartments. The driver of vehicle was described as follows:

  • An African American male, medium complexion, between the age of 23-25

  • Very short blond hair with scruffy blond facial hair

  • Wearing a dark baseball cap and clear glasses with large lens

  • Long fingernails and a large red ring on his right hand

  • High pitched voice

The Office of Civil Rights and Sexual Misconduct is conducting an investigation into the report. Individuals with any information regarding this incident are encouraged to contact Investigator Bronson at 301-405-1701.

UMD ALERT - Update / Armed Subject / ALL CLEAR

We have verified that there was a man with a long gun that was seen by two very alert students. Our investigation reveals that this is an off duty member of the military.  We have verified his identity and the situation is now all clear.  Chief Mitchell has called an emergency with military commanders to discuss this incident and to make sure this can never happen again.

Suspect is a black male approx. 20 years old, 5ft 6, red/white hoodie, drk blue jacket, and small twists on the rear of his head He was last seen fleeing 7419 Baltimore ave heading SB Baltimore ave. Suspect not in custody.Stay away from the area.

In light of the recent events regarding clown sightings throughout our country, I want to remind our campus community members not to get caught up in this hoax. The University of Maryland Police Department has not received any reports of clown sightings on our campus. If you receive a message or view a post containing any type of threat, whether involving the mention of clowns or not, report this immediately to UMPD or local police by dialing 911.  Do not re-post the message.

UMD Safety Notice - Phone Scams

The purpose of this UMD Advisory is to make you aware of recent phone scams that have been reported to the University of Maryland Police Department.

A scammer will call a potential victim and tell them that they either owe money to the IRS or that a loved one of theirs is being held for ransom until payment is made to the scammer.  In both scams, the scammer will use fear to try and convince the potential victim to comply with the scammer’s demands.

If you have been a victim or a potential victim of either one of these scams, immediately call the police.

To avoid becoming a victim of this extortion scheme, look for the following possible indicators:

  • Incoming calls come from an outside area code, sometimes from Puerto Rico with area codes (787), (939) and (856)
  • Calls do not come from the kidnapped victim’s phone
  • Callers go to great lengths to keep you on the phone
  • Callers prevent you from calling or locating the “kidnapped” victim
  • Ransom money is only accepted via wire transfer service


If you receive a phone call from someone who demands payment of a ransom for a kidnapped victim, the following should be considered:

  • Try to slow the situation down. Request to speak to the victim directly. Ask, “How do I know my loved one is okay?”
  • If they don’t let you speak to the victim, ask them to describe the victim or describe the vehicle they drive, if applicable.
  • Listen carefully to the voice of the kidnapped victim if they speak.
  • Attempt to call, text, or contact the victim via social media. Request that the victim call back from his or her cell phone.
  • While staying on the line with alleged kidnappers, try to call the alleged kidnap victim from another phone.
  • To buy time, repeat the caller’s request and tell them you are writing down the demand, or tell the caller you need time to get things moving.
  • Don’t directly challenge or argue with the caller. Keep your voice low and steady.
  • Request the kidnapped victim call back from his/her cell phone.
